Safety is on top of the list when it comes to sending their one-child abroad.  When I lived in China, there were very few muggings, shootings or violent crimes in major cities like Shanghai and Beijing. In fact, I never felt safer than when I was in China. That is why Chinese parents have a hard time processing the news they hear about Newtown, Boston Marathon, etc.  My own parents decided to move to Texas vs California or New York after they learned about gangs and violent crimes.  This New York Times Articles emphasizes just how crucial safety is as a determining factor in sending a child to study abroad.
